
Information digest «Hooliganism: administrative or criminal punishment? »

In the process of historical development, a society has formed certain moral norms and universally accepted norms of behaviour. Everyone wants to believe that the majority of people around us are upstanding, moral citizens and consider the opinions of other people, do not violate their rights and obey the law.
However, not everyone, adheres to law-abiding behavior in society because of their age or lack of proper upbringing. Teenagers often do not realize the seriousness of their actions and consider them as harmless pranks or an exciting game, not thinking about the possible serious consequences.
One of the most dangerous and widespread acts against public order and public morality is hooliganism, manifestations of which are varied and entail both administrative and criminal liability.
The Department «Public Сenter of Legal Information» prepared an information digest «Hooliganism: administrative or criminal punishment?» from the «Business Advisor» series.
The digest deals with the problem of hooliganism separation under Article 339 of the Criminal Code of the Republic of Belarus and Article 19.1 of the Code of Administrative Offences, and studies issues of the qualification of crimes that are motivated by hooliganism.
This information digest is addressed to pupils and law students as well as to the official persons of the organs in charge of administrative and criminal proceedings.
